Combe Florey Parish Council is seeking to appoint an organised and motivated Parish Clerk to support the work of the Council and the local community.
The Responsible Financial Officer (RFO) role is currently undertaken by a parish councillor but could, by agreement, be combined with the Clerk’s role.
The position is largely home-based, part-time and permanent (subject to a six-month probationary period), requiring approximately 10 hours per calendar month.
The successful applicant will be required to attend Parish Council meetings. Currently there are six each year, held on the evening of the fourth Tuesday of alternate months at Combe Florey Village Hall, together with the Annual Parish Meeting, held on the first Tuesday in May. Attendance at occasional extraordinary meetings may also be required.
The Clerk will:
· prepare and publish meeting agendas and minutes in a timely manner;
· organise Council meetings;
· manage correspondence and administer consultations on planning applications;
· advise the Council on legal, procedural and governance matters, ensuring legal compliance;
· maintain the Council’s records and statutory documents;
· ensure that Meeting minutes and other statutory documents are uploaded as appropriate to the Council’s website;
· attend training courses or seminars on the work and role of the Clerk as and when reasonably required by the Council; and
· undertake such other duties as the Council may reasonably require.
The Clerk will be the Council’s principal point of contact by email, telephone and post.
Previous experience in local government administration or a relevant qualification would be advantageous, although training and support will be available for the right candidate. Good written and communication skills are essential.
Salary will be from SCP 12 (£14.36 per hour) on the National Joint Council (NJC) pay scale, with a higher scale point considered for candidates with outstanding relevant experience and qualifications.
The successful applicant will need secure storage space for council records.
