Certificate in Local Council Administration (CiLCA) – Support Course (2026 Portfolio)

The course is for anyone wanting to undertake the Certificate in Local Council Administration (CiLCA) who already has some foundation and understanding of local councils and the work involved. Sessions will be led by Sam Winter LLB(Hons) Assoc.CIPD, former Town Clerk and now SALC Company Secretary & Council Support Officer

Attendance at approved training with a registered trainer is now a mandatory requirement of the CiLCA qualification.

SALC’s CiLCA training course is split into five in-person sessions over five months, allowing time for delegates to get started on the different learning outcomes of the CiLCA Portfolio Guide. This is not a detailed training course for those without experience of the clerk role, but a coaching event to support you in your knowledge and study towards the qualification.

Having a CiLCA qualified clerk will help towards a council gaining the General Power of Competence and achieving the Quality or Quality Gold level in the Local Council Award Scheme.

The course fee does not cover that cost of registering for the CiLCA qualification with the SLCC (current cost £495). Please see: SLCC | Certificate in Local Council Administration (CiLCA) for more information.

The first event contains mandatory content, which means that if you cannot make the first event then we cannot take the booking.

Before you can make a booking for this event, you must first complete a training needs analysis form downloaded from the CiLCA page of the SALC website. Please send the completed form to sam@somerset-alc.org.uk who will make contact with you to to proceed with any booking.

Spaces are strictly limited and will be allocated by Sam Winter according to review of the completed training needs analysis form and discussion with the applicant.
