Clerk/RFO

Stourton with Gasper, a unique small rural parish within the Cranborne Chase AONB which includes the magnificent National Trust Estate of Stourhead is seeking to appoint a Parish Council Clerk/Responsible Financial Officer (RFO). This is a part time position to enable the delivery of modern, personal, and efficient practices, that evidence our understanding of the needs and wants of the parishioners of Stourton with Gasper.

Ideally we require a qualified clerk (ILCA / FiLCA) but we can offer training to this level.

The role involves overseeing all Parish Council operations and ensuring statutory duties are met efficiently. You will gather information and advise Councillors to assist their policy decision-making and then implement their decisions. You will be managing Parish Council resources, and foster community relations. If you have a relevant background, coupled with skills in finance and administration, and are eager to apply your talents in a meaningful and community-focused environment in an area of spectacular countryside this is the opportunity for you.

Essential

  • Personal qualities of integrity, discretion, impartiality and team working
  • Self-motivation, confidence, excellent time and organisational skills
  • Excellent numeracy, verbal and written communication skills
  • Working knowledge of parish council procedures and/or public sector administration, and providing regulatory advice at meetings
  • Intermediate capability of MS Office; Excel, Word, Outlook; Dropbox and WordPress for Website management.
  • Ability to prepare meeting agendas and supporting papers, take comprehensive minutes and complete administrative actions arising
  • Able to travel to Stourton Village Hall for meetings

Desirable

  • Understanding of Parish Council finances
  • Knowledge of parish council procedures and/or public sector administration

The hours are from three to four hours per week with flexibility at busy periods, to be discussed at the interview. There are four Parish Council Meetings a year plus any necessary planning meetings. The salary of the successful applicant will be paid as per the NALC pay scales (pay award pending).  Home working allowance as per HMRC guidance.

Apart from attending meetings, the person appointed will work from their home/office and must be able to provide a secure facility for keeping documents. IT equipment will be provided.
